AmeriCorps Fiscal Compliance Officer
Classification Title: Grants Coordinator 2

The Commission on Service and Volunteerism is seeking an individual to perform the following duties:

Reviews sub-grant budget proposals for accuracy & compliance with grant requirements, and applicable federal regulations & participates in grant making process and funding decisions; develops sub-grant award provisions & financial reporting forms/instructions; reviews sub-grantee requests for post-award desk reviews of sub-grantee fiscal systems & practices to ensure compliance with grant provisions & applicable statutes; provides feedback to sub-grantees on results of monitoring activities; defines & enforces required actions & timelines for correcting issues of non-compliance; monitors submission of required annual audits & reviews for evidence of relevant findings; monitors sub-grantee fiscal reporting for timeliness & accuracy; provides reporting feedback of warnings or funding suspensions for repeated non-compliance; maintains working relationship with federal funding agency; prepares & submits federal reports; reviews sub-grantee requests for funds; submits for payment by the Senior Financial Analyst or returns to sub-grantee for correction; monitors and enforces budget adjustments, modifications and cost disallowance process; fulfills auditor requests for information &/or documentation during reviews of Council grant making operations; recommends changes in Council policies & procedures regarding fiscal administration of sub awards as necessary to resolve audit findings &/or to improve operations; serves as member of AmeriCorps Program Team with program officers & Director of Programs in developing overall strategy, policies & procedures for implementation of federal AmeriCorps program.

Responds to questions or requests for information regarding fiscal issues from applicants &/or sub-grantees; identifies financial training needs of sub-grantees & appropriate training resources; participates in quarterly sub-grantee meetings & makes presentations regarding grant fiscal management & compliance; disseminates information from federal funding agency pertaining to fiscal operations; provides interpretation & guidance to sub-grantees regarding fiscal requirements of grants.

Serves on committees as assigned; recommends policies & procedures to senior-level staff; shares “best practices” with peers in other states; attends meetings & trainings; performs specials projects/duties as assigned.

Qualifications

  • 3 courses or 9 months experience in contract & grant preparation; 3 courses or 9 months experience in accounting; 3 months training or 3 months experience in public relations.
  • Or 6 months experience as Grants Coordinator 1 (State of Ohio job code 63161).
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
